The plugin is called Rolling Links.

    Somehow, I found that it works on FireFox but not IE. Or there is some problem with my IE?

      Yeah, sadly IE is still lagging behind on some Internet standards.
      The plugin supports Firefox, Chrome and Safari browsers. Perhaps others not listed here too.
